Decentralization​ ​and​ ​Governance

Program​ ​Description​ ​:​ ​​Building​ ​the​ ​modern​ ​state​ ​and​ ​achieving​ ​a​ ​breakthrough​ ​in development​ ​requires​ ​decentralization​ ​and​ ​governance.​ ​The​ ​government​ ​is​ ​working​ ​to implement​ ​the​ ​decentralization​ ​as​ ​stipulated​ ​in​ ​the​ ​constitution​ ​,and​ ​to​ ​set​ ​the​ ​optimal framework​ ​for​ ​the​ ​management​ ​of​ ​state​ ​affairs​ ​and​ ​society.​ ​This​ ​framework​ ​would include​ ​Participation,​ ​integration​ ​and​ ​sharing​ ​of​ ​planning,​ ​management​ ​and​ ​financing competencies​ ​between​ ​the​ ​central​ ​government​ ​and​ ​the​ ​governorates.​ ​Decentralization is​ ​a​ ​mean​ ​not​ ​an​ ​end​ ​to​ ​achieve​ ​goals​ ​and​ ​​ ​guide​ ​decisions​ ​in​ ​modern​ ​administration, good​ ​governance,​ ​participation,​ ​democracy​ ​and​ ​transparency​ ​necessary​ ​for​ ​sustainable development​ ​and​ ​a​ ​better​ ​life.  

Vision​ ​:​ ​​Local​ ​communities​ ​that​ ​will​ ​lead​ ​and​ ​accelerate​ ​development​ ​in​ ​each governorate:​ ​fulfilling​ ​the​ ​hopes​ ​and​ ​aspirations​ ​of​ ​Egyptians​ ​in​ ​the​ ​framework​ ​of building​ ​a​ ​strong​ ​state,​ ​modern​ ​administration​ ​,and​ ​good​ ​governance. 

Objectives​ ​:

  • First:​ ​the​ ​legal,​ ​institutional​ ​and​ ​administrative​ ​framework​ ​of​ ​the​ ​State
    1. ​Completion​ ​and​ ​issuance​ ​of​ ​the​ ​new​ ​law​ ​of​ ​local​ ​administration.
    2. The​ ​governorate​ ​shall​ ​be​ ​responsible​ ​for​ ​planning​ ​at​ ​the​ ​governorate, center​ ​,and​ ​village​ ​levels.
    3. The​ ​governorate​ ​shall​ ​have​ ​a​ ​budget​ ​for​ ​local​ ​resources.
    4. ​Governors​ ​shall​ ​be​ ​able​ ​to​ ​appoint​ ​leaders​ ​in​ ​their​ ​respective governorates.
    5.  A​ ​modern​ ​organizational​ ​and​ ​administrative​ ​structure​ ​to​ ​be​ ​established​ ​for governorates,​ ​cities,​ ​centers​ ​and​ ​villages.
  • Second:​ ​Management​ ​of​ ​transformation​ ​and​ ​rehabilitation 1. Develop​ ​plans​ ​for​ ​decentralization​ ​in​ ​each​ ​governorate. 2. Develop​ ​and​ ​implement​ ​training​ ​programs​ ​for​ ​decentralization.
  • Third:​ ​Governance​ ​and​ ​the​ ​elimination​ ​of​ ​corruption 1. Prepare​ ​and​ ​implement​ ​a​ ​program​ ​to​ ​eliminate​ ​corruption​ ​in​ ​the​ ​local municipalities. 2. Prepare​ ​and​ ​implement​ ​an​ ​integrated​ ​program​ ​of​ ​governance.
  • Fourth:​ ​Resources.

Map the sufficient resources to achieve development within the governorates , and work on​ ​utilizing​ ​them

  1. The​ ​land
    • Redemption​ ​of​ ​state​ ​land.
    • Recovery​ ​of​ ​state​ ​property.
    • Prepare​ ​a​ ​map​ ​of​ ​the​ ​state​ ​property. 
    • Propose the necessary legislation to prevent trespassing on State property.
    • Investmenting​ ​in​ ​the​ ​lands​ ​of​ ​the​ ​state​ ​to​ ​accelerate​ ​development.
    • Popular​ ​participation​ ​of​ ​the​ ​youth​ ​in​ ​the​ ​governorates.
    • Redefine the boundaries of leadership and development within the framework​ ​of​ ​an​ ​integrated​ ​plan​ ​to​ ​accelerate​ ​development 
  2. Assets
    • Inventory​ ​of​ ​the​ ​assets​ ​in​ ​governorates
      • Unutilized​ ​assets.
      • Exploited​ ​assets.
  3. Financial​ ​resources
    • Inventory​ ​of​ ​local​ ​financial​ ​resources.
    • Inventory​ ​of​ ​sectoral​ ​and​ ​central​ ​financial​ ​resources.
    • Inventory​ ​of​ ​local​ ​resources.
    • Inventory​ ​of​ ​other​ ​resources.
    • Inventory​ ​of​ ​external​ ​resources.
  4. Human​ ​resources.
    • Population.
    • Graduates.
    • Unemployment.
    • Labor​ ​force.
