The first meeting for the Supreme Council of Leadership was held at the Ministry of Local Development in the presence of Dr. Hisham El-Sherif, Minister of Local Development, Counselor Omar Marwan, Minister of Parliament Affairs, Dr. Ahmed Zaki Badr, former Minister of Local Development, Major General Mohsen Al-Numani, former Minister of Local Development, Governor of Aswan. The meeting was also attended by a number of the ministry's leaders, headed by Major General Hamdi Al-Jazzar, the Minister's Advisor for Follow-up, Acting General Secretary for Local Development, Major General Ali Abdulmouli, Advisor to the Minister for Legal Affairs, Name of Assistant Minister for Knowledge, Education and Science.
During the meeting, Minister Hisham Al-Sherif presented the Ministry's preparation for the selection and appointment process for leadership positions and supervisory functions. Dr. Hesham El-Sherif pointed out that the selection process is carried out according to a program of tests of abilities in addition to psychological tests and the translation and interpretation followed by a training program 8 weeks later A training program at the level of the provinces and then meetings with the Standing Committee of the leadership to reach the final results with the emphasis on the adoption of criteria proposed by the Council to stimulate and evaluate local leaders to ensure the continuous development of the system of Local management.
Dr. Hisham El-Sherif explained the plan of the ministry and the programs that it is working on during the current period, and how to choose the new leadership in the local administrations through the tests that will be held at Nasser Military Academy, which includes tests written, oral and psychological for the candidates in the competition of senior leaders in the localities, , Where for the first time take the scientific way in the selection of local leaders through programs and tests in a neutral body does not follow the ministry, and the secretion of such qualified leaders and join them to work in the local units in the provinces, which will undoubtedly have Positive feedback in the follow-up of the work in the local units and after looking at the monitoring of problems and how to follow them and solve them by devising new solutions and methods.
During the meeting, Dr. Hisham El-Sherif said that he had directed a book to the governors to include the president of the regional association of NGOs in each governorate to the executive council of the province on the basis of the proposal submitted by the advisor Omar Marwan, Minister of Parliament Affairs and approved by the Prime Minister, Through the use of these councils in the development plans in each province.
During the meeting, the Minister of Local Development pointed out that the ministry is honored for excellence in the local administration in all governorates, which has been done during the past months in more than one governorate, in order to encourage the distinguished in their work and shed light on them and to set an example for the rest of the workers
