Overview:

The Upper Egypt Local Development Program for Results (Program) Program is financed by the World Bank through a Program for Results (PforR) totaling USD 500 M and is to be completed by December 31, 2021, and a matching fund from the Egyptian government within the same timeframe.

The objective of the Program is to improve the business environment for private sector development and strengthen local government capacity for quality infrastructure and service delivery in select governorates in Upper Egypt. The Program aims to:  improve the business environment and economic competitiveness, as well as close the persisting gaps in access to and quality of infrastructure and services. The primary beneficiaries of this Program are the governorates of Qena and Sohag in Upper Egypt.

The PforR was selected as the most appropriate financing instrument for a Program of this nature, which adopts a combined approach comprised of institutional transformation and infrastructure investment to deliver its objectives. The PforR seeks to strengthen country systems and directly links disbursement of funds with results through the achievement of specified Disbursement Linked Indicators (DLIs). This funding mechanism represents a fundamental shift from centralized investments in infrastructures only to additionally strengthening the system of local accountability to achieve improved service delivery. This Program includes six DLls specified in the Program Appraisal Document (PAD) document 4- above.  The Program is implemented based on the Legal Agreement signed by the World Bank and the Government of Egypt (GoE) on October 6, 2016 (document 5- above).

Invitation for prequalification

The Program intends to apply part of the proceeds for procuring services of “Independent Verification Agency”.

The objective of the assignment is to provide assurance of the accomplishment of the planned results agreed upon in the Program Appraisal Document (PAD). To achieve this objective, a semi-annual reporting mechanism - based on field visits and documentary review - is utilized throughout the program duration.

The UELDP Program Coordination Office (PCO) now invites eligible consultancy firms to indicate their interest in providing the independent verification services.

Interested consultancy firms must provide specific information which demonstrates that they are fully qualified to perform the services (similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Two or more consultancy firms may join together and apply as consortium/joint venture.

Six applicants with best candidatures who expressed interest in the assignment will be selected to receive Request for Proposal (RFP). A consultancy firm/consortium will be finally selected in accordance with the procedures set out in the guidelines of the UELDP Procurement Manual agreed upon between the Government of Egypt and the World Bank using Quality and Cost selection method.
